Around me, I build walls of dry concrete blocks, decorated like a fence. I am considering using pre-mixed cement or mixing it myself. What is the best mixing method for surface mixed cement mix?

I don't know what you mean by surface adhesive. What is it for and why do you want to use it? If this is a drywall, why do you need cement?
